Discrepancies plagued the majority of L/Cs, and these had to be resolved through lengthy correspondence . It was slow, expensive and error-prone, everything e-commerce was trying to get away from. What is needed, therefore, is an electronic equivalent to the letter of credit. Two changes are currently under way to address that need.First, technology is transforming letters of credit into digital documents stored on the Web,where they are always available to all parties. This greatly streamlines the L/C process but retains the legal structure of the classic letter of credit. In addition, electronic alternatives to the L/Cpreserve many of the benefits but in a form that is simpler, quicker, far less expensive and completely paperless.
When the seller gets the accepted draft, he can either hold it to maturity or discount it with the negotiating bank. What does “discount” mean? The seller receives its face value less a deduction for certain days’ interest plus the bank’s commission, and thus gives this bank titles to the goods. The interest is calculated at certain rate for the time between the date of purchasing and the date of maturity of the draft. Discount rates are based on the current conditions of the local money market. But the negotiating bank charges no interest for sight draft. The negotiating bank may readily sell the discounted draft in the bill market. He can also hold it to maturity for getting the reimbursement from the opening bank.

3. As world markets worry about tighter money in America, overheating in China and dearer oil everywhere, Europe and Japan are, contrary to tradition, providing havens for optimists. Japan’s economy, in particular, continues to beat expectations even as it raises them. Numbers released on Tuesday May 18th showed that Japan’s output grew at an annual pace of 5.6% in the first quarter of this year, its eighth straight quarter of growth. Even the money value of its output managed to rise by a healthy 3.2%, despite a continuing fall in prices.
The euro area’s rebound is less marked and less impressive. But the latest figures released last Friday, were still good enough to deny the euro-pessimists satisfaction. Euro-area GDP grew at an annual pace of 2.4% in the first quarter, faster than at any time since the beginning of 2001. France was looking positively sprightly: it grew by 3.2%.
