主要区别为1、2两个句子。当句型可变为 Sb be +adj.+ to do sth 时，要用句型2.

It is +adj +that时，后面是句子。如句型1可变为：

of 和for 都是跟动作的执行者。能变成sb is +adj+ to do时，就用of. 否则用for
好像没有通用的。就是不需要指出动作的执行者时，就不用of或for
It's polite not to spit in public.(不吐痰的可以是任何人。不需要说明动作的执行者。)
It's rude of you to say so.(你说这话是不礼貌的。指你不礼貌,所以用of。)
It's hard for me to learn English well.(对我而言，学好英语很难。别人可能不难。此处说的是学英语难，不是说我难，所以用for)

对了，用to时。指的是形容词的作用对象。
