in the past (few years, ...),主句用现在完成时。 has been (the one=the person),比较好理解。
every time本身可以作连词引导时间状语从句，所以我感觉后面的那个that可以不要，当然也可以要，因为every +时间名词，其前面的介词at是省略的。that又可以代替when, （说多了）
has been the person to do sth. 一直就是那个。。。。的人。
直译：在过去的岁月里，他一直就是那个将误入歧途的他马上带回来的那个人。
