如果用了which定语从句,那么就不是简单句了,从句中,可以有自己完整的语法结构.

所以是这样;

the editor at once sent the journalist a fax
which/that (后面是从句) instructed him to find out the exact number of steps and the height of the wall.

instruct [in'strʌkt] 英汉翻译vt. 命令；教授；指导；通知

因为是指导他... 而不是被指导他,...要用主动形式.没有was.

如果说he was instructed ,他被指导,才是被动.
