英语问题，高手请进！！！

Question

on the job是什么意思？我知道有“在职的”之意，但是在电影夏洛特的网里，蜘蛛说她喝苍蝇的血，那匹马就倒下了，旁边有人说：Lying down on the job! 显然这里不能说他干活时候干着干着就倒下了吧？这个短语还有其他什么意思？
