are, amounts of 后加不可数名词，谓语动词要与amounts一致，所以用are. 如果是an amount of 后加不可数名词，谓语动词用单数

huge amounts 要用are ,an amount of sth 就要看后面跟的名词是但还是复数

应该跟are。一些表示“许许多多”概念的复数形量词结构，如lots of ,tons of,piles of等引起主语时，动词的数要看of后的名词或代词。但是，amounts of, quantities of后通常随复数动词，尽管of后是个不可数名词。
