在Altium wiki上面查到Starved Thermal Connections的解释
Thermals are connections to the plane with thermal relief 'cutouts' around them to reduce heat conductivity to the plane copper. Thermals can become 'starved' when the surface area of the copper spokes connecting it to the plane is reduced by void areas.
This rule also checks the surface area for the thermal (not just the spokes) against any voids areas that encroach into the thermal.
我的理解是在当内电层与
焊盘连接的relief connect，即辐条状连接，被你的polygon cutout 侵占时就会提示有starved thermal。当然前提是你启用了Design rule checker 中split plane drc report option的report starved thermal选项
