若换成He was Moved by her friend “and” he went to join the army too。这个and要不要加，加了后左右两边省不省逗号呢？

不过你这里显然没有分清主从句的关系，“he went to join the army too”显然是主句，“Moved by her friend”应是原因状语从句，从句有种用法是可以省略主谓，所以这里应该move的分词形式，由于是被动语态，所以应该用Being moved.
全句：Being moved by her friend，he went to join the army too.
