to 有两种用法, 一是当不定式用, 后面跟动词原型, 如:
continue to do sth.
agree to do sth.

to 还可以当介词用, 后面跟名词性词组, 如:
give the book to me
respond to the issue

那么当介词的时候, 如果后面要跟动作, 就要用动名词. '动名词'就是动词当名词用, 形式为动词+ing. 只要to是介词, 后面跟的动词就要动名词形式, 不分哪些词, 如:
look forward to doing sth. 这里的to是介词, 后面要加doing, 如:
I look forward to meeting you. (meeting you是动名词词组)
I look forward to the meeting. (the meeting是名词词组)
