首先，本文对企业型政府的背景、涵义、基本原则进行了论述，并在此基础上提出了企业型海关的定义。笔者认为所谓企业型海关，并不是要把海关作为企业来运作，因为二者毕竟存在很大的差别，而是指用企业家在经营中所追求的讲效率、重质量、善待消费者和力求完美服务的精神，以及企业中广泛运用的科学管理方法，改革和创新政府管理方式，从而使海关的行政管理更有效率和活力，更具有回应性、科学性和前瞻性。
其次，联系海关工作实际，深入剖析了当前海关工作在业务建设与内部管理方面面临的问题与挑战，提出了构建企业型海关的意义，并阐述了企业型海关的经济学与管理学基础。通过以上分析，对构建企业型海关的必要性进行了论述。接下来，笔者提出了企业型海关的六个方面的价值取向与四个方面的特征，使大家对企业型海关有一个比较清晰准确的认识。
最后，笔者分三个部分对构建企业型海关提出了具体的对策建议：在组织建设方面，借鉴在企业管理中比较流行且成熟的流程再造理论，对海关组织进行流程再造；在思想建设方面，借鉴企业文化建设的经验，培育海关组织文化；在队伍建设方面，引入人力资源管理理论，优化人力资源配置。
